Establishes a 12-member working group to study whether local candidate campaign finance reports (for county, municipal, school district, and other political subdivision offices) should be filed with the Campaign Finance and Public Disclosure Board instead of local filing officers

Working group membership includes representatives from the Campaign Finance Board, League of Minnesota Cities, Association of Minnesota Counties, Minnesota Association of Townships, Minnesota School Board Association, and four legislators (two senators, two representatives)

Working group must examine current local filing officer capacity, review Chapter 211A reporting requirements, assess budgetary and staffing impacts on the Board, and propose draft legislation for any recommended changes

Report due to legislative committees with elections jurisdiction by January 15, 2026; working group expires upon report submission or January 16, 2026, whichever is later

Appropriates $25,000 from the general fund to the Legislative Coordinating Commission for FY 2025, available until June 30, 2026
