$10,000,000 appropriated from trunk highway fund bond proceeds to the Commissioner of Transportation for an interchange project at Trunk Highway 610 and East River Road (County State-Aid Highway 1) in Coon Rapids

Funds designated for final design completion and right-of-way acquisition for the interchange construction and associated improvements

Any remaining funds after design and right-of-way acquisition may be used for actual interchange construction, with written notice to the Commissioner of Management and Budget

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $10,000,000 under Minnesota Statutes sections 167.50-167.52 and the Minnesota Constitution

Bond proceeds, excluding accrued interest and premium, must be deposited in the bond proceeds account in the trunk highway fund
