Allows school districts and charter schools with declining enrollment to use student support personnel aid to maintain existing positions or contracted services, including those established before the 2023-2024 school year

Defines "declining enrollment district" as a school district or charter school where October 1 enrollment in the previous fiscal year is less than enrollment on October 1 of the second previous fiscal year

Districts qualifying as declining enrollment remain eligible to use aid for maintaining positions for each of the next four fiscal years after qualification

Covered student support positions include school counselors, school psychologists, school social workers, school nurses, and chemical dependency counselors
