Authorizes Brooklyn Center's economic development authority or the city to establish up to two redevelopment tax increment financing (TIF) districts within the "Opportunity Site" area bounded by Shingle Creek Parkway, Summit Drive North, Trunk Highway 100, and Hennepin County State-Aid Highway 10

Districts automatically satisfy all requirements of Minnesota Statutes section 469.174, subdivision 10 (redevelopment district qualifications), bypassing standard eligibility criteria

Exempts the districts from Minnesota Statutes section 469.176, subdivision 4j, which typically limits TIF district duration and increment collection

Authority to approve TIF plans under these special rules expires December 31, 2031

Becomes effective after Brooklyn Center's governing body and chief clerical officer complete local approval requirements under Minnesota Statutes section 645.021
