Noncompliant driver's licenses and identification cards must have a vertical layout, unique background color, and be marked "not for voting" on the front when issued to applicants who have not demonstrated U.S. citizenship

The "not for voting" marking requirement applies to first-time Minnesota license/ID applicants without proof of citizenship, renewals of previously marked cards without new citizenship proof, or applicants with temporary lawful immigration status

Both REAL ID compliant and noncompliant cards issued to persons with temporary lawful status must be marked "temporary" on the face and machine-readable portion

The provisions amend Minnesota Statutes section 171.07, subdivisions 1 and 3, governing driver's license and identification card content and design

Effective date is October 1, 2025, for applications and issuance on or after that date
