Creates "Donate Life" special license plates available for passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational motor vehicles beginning January 1, 2026

Requires applicants to contribute a minimum of $10 annually to the Donate Life account in addition to standard registration taxes and special plate fees

Establishes a Donate Life account in the special revenue fund, with contributions first covering administrative costs and remaining funds distributed to Donate Life to promote organ and tissue donation

Allows plates to be transferred to another qualifying vehicle owned by the same individual for a $5 transfer fee

Plate design must include Donate Life marks and colors, developed by the commissioner in consultation with Donate Life
