Removes the requirement that at least two safety-qualified underground telecommunications installers must be present at all times during directional drilling installation of telecommunications infrastructure

Eliminates the July 1, 2025 deadline for the seven-county metropolitan area to comply with installer certification requirements, making January 1, 2026 the single statewide implementation date

Allows approved training providers to apply for retroactive credit approval for classroom instruction delivered up to two years before becoming an approved provider and before January 1, 2026

Persons granted retroactive credit for prior training must still successfully complete the commissioner-approved examination to become certified as a safety-qualified underground telecommunications installer

Effective date is the day following final enactment
