All health plans in Minnesota must cover bowel and bladder management for spinal cord injuries, including treatments, services, supplies, equipment, and over-the-counter medications prescribed by a licensed provider, effective January 1, 2027.

Health plans cannot impose special cost-sharing requirements (deductibles, co-payments, coinsurance), utilization reviews, referral requirements, delay periods, or quantity limitations on this coverage beyond what applies to other plan benefits.

Medical Assistance and MinnesotaCare must also cover bowel and bladder management for spinal cord injuries, subject to federal approval requirements.

The Commissioner of Commerce will reimburse health plan companies for the cost of coverage that exceeds what plans provided as of January 1, 2026, with appropriations from the general fund beginning in fiscal year 2028.

Health plan companies must report quantified costs of the additional benefit to the Commissioner of Commerce using their January 1, 2026 coverage as the baseline.
