Creates a new standalone section (168.1245) for Purple Heart medal special license plates, separating them from the general veterans' special plates program under section 168.123

Purple Heart plate recipients receive plates free of charge, with no fees for initial issuance, annual registration sticker renewals, plate replacement due to damage, or transfers between qualifying vehicles

Eligible applicants must be Purple Heart medal recipients who own a passenger automobile, motorcycle, or recreational motor vehicle for personal (non-commercial) use; only one set of plates issued per qualified applicant

Plates must display "COMBAT WOUNDED VET" inscription with a facsimile of the official Purple Heart medal; active military members who have received the Purple Heart but not yet been discharged are also eligible

Exempts Purple Heart plates from the minimum 1,000 registrations threshold that can trigger discontinuation of other special plate programs
