Eliminates the 2:1 wetland replacement ratio currently required for wetlands on nonagricultural land, establishing a uniform 1:1 replacement ratio (one acre replaced for each acre drained or filled) for all wetlands regardless of land type

Removes the distinction between agricultural and nonagricultural land for purposes of calculating wetland replacement requirements

Deletes minimum acreage replacement requirements from comprehensive wetland protection and management plans, including the 1:1 minimum for 50-80% wetland areas and 2:1 minimum for less than 50% wetland areas

Amends Minnesota Statutes sections 103G.222, 103G.2242, and 103G.2243 to implement the simplified replacement ratio framework

Maintains existing exceptions for greater than 80% wetland areas and preserves the board's authority to establish different replacement ratios by rule for restoration projects with exceptional natural resource value
