Appropriates $1,500,000 in fiscal year 2026 from the general fund to the Commissioner of Transportation for preliminary engineering of an Interstate 94 interchange near the Lake Burgen rest area in Douglas County

Project must utilize either existing Douglas County State-Aid Highway 23 or State-Aid Highway 17 infrastructure

Location selection must be based on anticipated local growth over the next 50 years and engagement with local officials to determine best cost value

One-time appropriation available until June 30, 2029
