Establishes a power-sharing agreement between GOP and DFL caucuses for the 94th Minnesota Senate, with the agreement remaining in effect until terminated by an affirmative vote of 34 Senators

Creates 20 standing committees with equal co-chairs from each party, requiring bills to receive a majority vote of all committee members to pass; co-chairs jointly determine committee agendas and operations

Elects two co-presiding officers (one from each caucus) who share presidential powers, with disputes resolved through consultation with the Secretary of the Senate whose opinion becomes the ruling if no consensus is reached

Requires written agreement from both caucus leaders before any bill or confirmation can be taken up on the floor, and prohibits amending or adopting permanent Senate Rules during 2025 without leader agreement

Guarantees that after the temporary agreement ends, the majority party will have only a one-vote margin on most committees (two-vote margin allowed on 7 specified committees including Finance, Rules, and Judiciary)
