Amends Minnesota Senate Temporary Rules for the 94th Legislature (2025-2026), updating parliamentary references to require use of the most recent Mason's Manual of Legislative Procedure

Requires all bills proposing constitutional amendments to be referred to the Committee on Rules and Administration before passage

Expands remote participation rules for committee meetings, allowing members to participate and vote remotely with caucus leader approval, and requiring meetings to accommodate remote witnesses

Prohibits members from accepting employment with or receiving compensation from businesses whose primary revenue comes from government relations or lobbying services if the member's duties include consulting for those services

Removes COVID-19-specific language for remote voting, instead allowing remote floor voting with caucus leader approval at any time, while requiring the Journal to record when members vote remotely

Adds requirements for committee meeting minutes to reflect every action and vote taken, and prohibits demonstrations in the Senate Chamber and galleries at all times
