Amends Minnesota Statutes section 504B.161 to clarify landlord covenants in residential leases, including requirements for premises fitness, repairs, energy efficiency, health and safety compliance, and heat maintenance at minimum 68 degrees Fahrenheit from October 1 through April 30, effective July 1, 2025.

Makes Laws 2025, chapter 30, article 1, section 4 effective June 20, 2025, notwithstanding other law.

Repeals Minnesota Rules, part 4511.1100, effective June 1, 2025.

Adjusts funding amounts for the Community Identity and Heritage Competitive Grant Program to $8,799,000 (first year) and $7,368,000 (second year) with allocations for cultural festivals, museums, and ethnic media organizations.

Corrects effective date language in Laws 2025, chapter 6, section 9 to clarify that sections 1 to 6 and section 8 are effective upon North Koochiching sanitary sewer board compliance with statutory requirements.
