Urges the President of the United States and Minnesota's Senators and Representatives in Congress to fully fund Medicaid and oppose harmful cuts to the program.

Medicaid provides vital services to 1.2 million Minnesotans, covering one in five state residents, 41 percent of children, and serves as the primary payment source for long-term care services.

Medicaid covers three out of ten births in Minnesota overall, with disproportionately higher coverage for Black births (eight out of ten) and American Indian births (nine out of ten).

Identifies concerns that drastic federal Medicaid funding cuts would devastate vulnerable populations, strain the state budget, harm rural economies, and threaten progress achieved through innovation and efficiency improvements.

Directs the Minnesota Secretary of State to prepare and transmit copies of this memorial to the President, Congress leadership, and Minnesota's federal delegation.
