Appropriates funds to continue state agency operations through July 31, 2025, if a regular appropriations bill for the biennium beginning July 1, 2025, has not been enacted by that date.

Limits continuing appropriations to the lower of: the base level for that period as determined under Minnesota Statutes section 16A.11, subdivision 3, or total fiscal year 2025 appropriations divided by 12.

Defines base level appropriation as the fiscal year 2026 base estimated in the March 6, 2025 forecast of revenues and expenditures, divided by 12, with onetime appropriations set at zero.

Applies to all entities in the executive, judicial, or legislative branches of state government.

Appropriations cannot be reduced except to balance expenditures with revenue and only after consultation with the Legislative Advisory Commission as required by Minnesota Statutes section 16A.152, subdivision 4.
