Amends Minnesota Statutes section 325E.3892, subdivision 1, to eliminate the prohibition against artist paint containing cadmium by exempting professional artist materials from cadmium restrictions.

Excludes professional artist materials from the definition of "covered products" subject to chemical restrictions, specifically including oil-based paints, water-based paints, paints, pastels, pigments, ceramic glazes, and markers.

Maintains cadmium restrictions for children's paints and other art supplies intended for non-professional use.

Adds a definition of "pastels" as a crayon composed of powdered pigments bonded with gum or resin.

Effective the day following final enactment.
