Expands MinnesotaCare eligibility to include undocumented noncitizens, defined as individuals residing in the United States without approval from U.S. Citizenship and Immigration Services.

Allows undocumented noncitizens age 18 and older currently enrolled in MinnesotaCare as of the effective date to retain coverage.

Terminates MinnesotaCare eligibility for undocumented noncitizens age 18 and older effective January 1, 2026.

Maintains current eligibility for citizens, nationals, and lawfully present noncitizens with incomes at or below 200 percent of federal poverty guidelines.

Takes effect the day following final enactment.
