Prohibits persons from sending, reading, or writing text messages or electronic messages using hand-held electronic wireless communications devices while operating a moving motor vehicle on any paved road in Missouri.

Exempts operators of motor vehicles on private or public gravel roads, authorized emergency vehicles, and vehicles used to report illegal activity, summon emergency help, prevent injury, or relay dispatch information.

Permits telephone calls using hand-held devices while operating a motor vehicle and allows use of permanently embedded vehicle devices, GPS systems, voice-operated technology, and amateur radio equipment.

Classifies violations as infractions and moving violations subject to point assessment under section 302.302, RSMo.

Preempts local ordinances and regulations, establishing statewide regulation of hand-held electronic wireless communications device use in motor vehicles.
