Authorizes home rule cities with over 400,000 residents in multiple counties to impose a sales tax (1/8 to 1/2 percent) for public safety activities, including police and fire operations, subject to voter approval.

Creates new crimes and penalties related to motorcycle stunt driving (standing on seat, one-wheel operation, hands-free riding) as class C misdemeanor for first offense, escalating to class D felony for third offense.

Establishes "active emergency zone" traffic violations with enhanced penalties, including $250-$300 fines for speeding or passing violations when emergency responders are present, and creates offense of endangering emergency personnel.

Restricts texting while driving to operators age 21 and younger, and prohibits automated speed enforcement systems statewide except in school, construction, or work zones.

Modifies open records laws to allow law enforcement agencies to withhold names of officers involved in police shootings unless the officer has been charged with a crime.
