Repeals and reenacts section 194.119, RSMo, to redefine "next-of-kin" for purposes of controlling burial, cremation, or other final disposition of deceased human remains.

Establishes a priority list for next-of-kin status, with an attorney in fact designated in a durable power of attorney holding the highest priority for right of sepulcher.

Grants second priority to the person designated by an active duty military member on the United States Department of Defense Form 93, Record of Emergency Data, in accordance with federal law (10 U.S.C. Section 1482).

Maintains existing priority order for surviving spouse, children, parents, siblings, and other relatives, along with provisions for friends assuming financial responsibility and county coroners as last resort.

Clarifies that funeral directors may rely on claims of next-of-kin status, allows waiver of superior rights within 48 hours of written notice, and permits multiple equal-priority persons to act if the first to arrange assumes financial responsibility.
