Repeals and re-enacts section 167.151, RSMo, relating to nonresident pupil tuition fees.

Removes the specific enrollment and county population requirements that previously applied to one school district, replacing them with geographic criteria identifying a district with administrative headquarters in a home rule city with 70,000-73,000 inhabitants, partially located in a county with a charter form of government and 600,000-700,000 inhabitants.

Allows pupils whose parent teaches or is a regular employee of the specified school district to attend without tuition if the parent works in that district, applying the same tuition rules as other non-resident pupils.

Maintains existing provisions allowing school boards discretion to admit nonresident pupils and charge tuition, with exceptions for orphans and children whose parents cannot contribute.

Preserves the tuition credit provision for persons paying school taxes in multiple districts and the agricultural land exemption for owners with 80+ contiguous acres where 35% lies within the chosen school district.
