Requires persons under 21 years of age to wear protective headgear when operating or riding as a passenger on motorcycles or motortricycles on any highway in Missouri

Protective headgear must meet reasonable standards and specifications established by the director of the Department of Revenue

Violation of the protective headgear requirement is classified as an infraction with a maximum fine of $25

No court costs shall be imposed for headgear violations and no points shall be assessed to a driver's record under section 302.302

Maintains existing licensing requirements for motorcycle and motortricycle operation with penalties for unlicensed operation ranging from class C misdemeanor to class D felony for third or subsequent violations
