Creates the Gulf War Medallion Program within the State Adjutant General's Office to award medallions, medals, and certificates to eligible veterans.

Eligible veterans must have served honorably on active duty between August 2, 1990, and November 30, 1995, be a legal resident of Missouri at enlistment, discharge, or death, and have been honorably separated or discharged from service.

Applications may be filed with the Adjutant General's office beginning January 1, 2011, and may also be submitted by spouses or eldest living survivors of deceased eligible veterans.

Establishes the Gulf War Veterans' Recognition Award Fund in the state treasury, funded by gifts, donations, bequests, and transfers from remaining balances in World War II, Korean Conflict, and Vietnam War veterans' recognition award funds.

Fund moneys shall be used solely to solicit designs, manufacture, and distribute the medallions, medals, and certificates, and the fund terminates automatically once all distributions are complete with any remaining balance transferred to the veterans' commission capital improvement trust fund.
