Creates the Global War on Terrorism Medallion Program within the state adjutant general's office to award medallions, medals, and certificates to veterans who honorably served on active duty beginning September 11, 2001, through the end of the Global War on Terrorism.

Eligible veterans must be legal residents of Missouri at the time of enlistment, discharge, or death, and must have been honorably separated or discharged from military service or still serving in honorable status.

The Veterans' Commission shall design the medallion, medal, and certificate, and may solicit designs from schools, veterans' groups, and civic organizations.

Establishes the Global War on Terrorism Veterans' Recognition Award Fund in the state treasury, funded by gifts, donations, bequests, and transfers from existing World War II, Korean Conflict, and Vietnam War veterans' recognition funds.

Fund moneys shall be used exclusively for design solicitation, manufacture, and distribution of medallions, medals, and certificates; the fund automatically terminates when all awards are distributed and any remaining balance transfers to the veterans' commission capital improvement trust fund.
