Creates the Missouri National Guard and Missouri Reservists Family Education Grant program administered by the Coordinating Board for Higher Education to provide education assistance to eligible dependents and spouses

Extends grants to children of Missouri National Guard members or U.S. reservists who served on Title 10 active duty supporting global war on terrorism between September 11, 2001 and January 1, 2016, and spouses of members injured or killed during deployment

Provides grants up to four years after active duty completion covering tuition, up to $2,000 per semester for room and board, and up to $500 per semester for books at approved Missouri public institutions of higher education

Limits eligibility to children until age 25 and requires certification of military service by a Missouri National Guard officer or Missouri Veterans Commission designee; prohibits grants from exceeding 100% of combined tuition and books assistance

Program automatically sunsets six years after effective date unless reauthorized by the General Assembly, with extended twelve-year sunset if reauthorized
