Changes the validity period of concealed carry endorsements from three years to five years from the date of issuance or renewal.

Requires applicants to be at least 23 years old, U.S. citizens who have assumed Missouri residency or are active-duty military stationed in Missouri (or their spouses).

Establishes disqualifications including felony convictions, certain misdemeanors within five years, mental health commitments within five years, dishonorable military discharge, and active protection orders.

Requires applicants to complete a firearms safety training course meeting standards in section 571.111 and submit proof of completion with their application.

Sets application fees capped at $100 for initial certificates and $50 for renewals, with processing to be completed within three working days of background check clearance or 45 calendar days maximum.
