Establishes the "Senior Services Growth and Development Program" in the Department of Health and Senior Services to provide additional funding for senior services in Missouri.

Imposes a 1% surcharge on annual premiums for Medicare Supplement policies, Medicare Part D policies, Medicare Advantage plans, and long-term care policies, effective January 1, 2011, to be collected by the Department of Insurance, Financial Institutions and Professional Registration.

Creates the "Senior Services Enhanced Fund" as a dedicated fund in the state treasury to receive surcharge collections, with money to be used solely for enhancing senior services and assisting senior centers with operating costs, capital expenditures, and establishment of new centers.

Requires the Department of Health and Senior Services to work with area agencies on aging to establish guidelines for equitable distribution of funds, with 50% of distributed money designated specifically for senior center funding.

Mandates annual reporting by area agencies on aging to the Department of Health and Senior Services on the distribution and use of funds, with boards responsible for ensuring proper use of moneys.
