Increases the jurisdictional limit for small claims court from $3,000 to $5,000 for civil cases involving tort or contract disputes.

Allows plaintiffs to file small claims actions for amounts exceeding $5,000 but requires them to waive any claim above $5,000 in that proceeding and any subsequent proceeding involving the same parties and issues.

Permits plaintiffs or defendants to amend claims or counterclaims up to the jurisdictional limit of the circuit court division when an action is transferred from small claims court.
