Repeals and reenacts sections 103.003, 103.005, and 103.036 of Missouri law relating to the state health care plan.

Defines "small employer" as an employer with an average of at least one but not more than fifty persons during the preceding calendar year, including sole proprietors and partners.

Expands the Missouri Consolidated Health Care Plan to cover medical expenses for small employers in addition to state officers, employees, retirees, and their dependents.

Requires small employer premiums and income to be maintained in a separate benefit trust fund account from the main plan's benefit trust fund account.
