Repeals and reenacts sections 201.010 through 201.090 of Missouri Revised Statutes to update terminology and definitions related to children's health care services.

Renames the "Crippled Children's Service" to the "Children's Special Health Care Needs Service" throughout all relevant statutes.

Changes eligibility criteria from children "who are crippled or suffering from conditions that lead to crippling" to children "who have a physical disability or special health care need."

Maintains the Department of Health and Senior Services as administrator of the service and preserves provisions for free or reduced-cost medical, surgical, corrective, and hospitalization services based on financial need.

Creates the "Children's Special Health Care Needs Service Fund" in the state treasury to receive federal funds, state appropriations, donations, settlements, and other revenues for service operations.
