Establishes new crime of altering or falsifying drug or alcohol tests or test results, classified as a class D felony, including using devices designed to alter tests, submitting adulterated or false biological samples, submitting samples from another person or animal, or submitting false documents with intent to falsify results.

Defines "biological sample" to include urine, hair, hair follicles, perspiration, saliva, blood, and fingernails.

Makes it unlawful to manufacture, possess, sell, distribute, or transport biological samples or adulterants in Missouri with intent that they be used to alter or falsify drug or alcohol test results, classified as a class A misdemeanor.

Allows courts to consider whether verbal or written instructions on test-falsifying methods accompanied the sale or distribution of biological samples or adulterants when determining intent.

Defines "adulterant" as any additive that makes a sample impure or corrupt.
