Expands the definition of "health care professional" to include emergency medical technicians (basic, intermediate, and paramedic) and emergency medical dispatchers licensed under chapter 190.

Authorizes licensed ambulance services, licensed emergency medical response agencies, and not-for-profit organizations providing ambulance services to establish peer review committees appointed by their board of trustees or chief executive officer.

Grants immunity from civil liability to ambulance service and emergency medical response agency governing boards and chief executive officers who participate in peer review committee operations in good faith and without malice.

Extends peer review committee confidentiality protections to ambulance services and emergency medical response agencies, making their proceedings and findings privileged and not subject to discovery or subpoena.

Allows peer review committees formed by elected officials (mayors, city councils, county commissions, ambulance districts) to evaluate and maintain quality of emergency medical services.
