Replaces repealed sections with a single new section (196.790) establishing penalties for violations of remaining imitation butter regulations.

Establishes civil liability of $50 plus court costs for violations, recoverable through civil action in circuit or associate circuit court.

Establishes criminal penalties for violations of section 196.785: first offense punishable by fine of $50-$100 or up to 30 days imprisonment; subsequent offenses punishable by fine of $250-$500 or 30 days to 6 months imprisonment, or both.

Consolidates obsolete regulation of imitation butter products, transitioning from detailed manufacturing and labeling requirements to a streamlined enforcement framework.
