Repeals and reenacts section 67.402, RSMo to expand the list of counties authorized to enact nuisance abatement ordinances.

Adds five specific counties of the first and third classification to those eligible to enact nuisance abatement ordinances based on population ranges: counties with 135,400-135,500 inhabitants, 71,300-71,400 inhabitants, 198,000-199,200 inhabitants (without charter), 85,900-86,000 inhabitants, and third-class counties without township government with 16,400-16,500 inhabitants.

Authorizes ordinances to address nuisance conditions including rubbish, trash, derelict vehicles and equipment, broken furniture, and overgrown weeds in residential subdivisions that endanger public safety or health.

Requires ordinances to establish inspection procedures, provide notice to property owners and interested parties, and grant the county commission authority to hold hearings and issue orders declaring properties nuisances based on competent evidence.

Permits counties to remove nuisance conditions if owners fail to abate within seven days, with removal costs added to property tax bills and collected as delinquent taxes, creating a lien against the property.
