Prohibits drivers aged 21 and younger from sending, reading, or writing text messages or electronic messages using hand-held wireless devices while operating a moving motor vehicle on state highways.

Exempts authorized emergency vehicles and allows hand-held device use to report illegal activity, summon emergency help, prevent injury, or relay dispatcher information in for-hire vehicles with permanently affixed devices.

Permits all drivers to make and receive telephone calls using hand-held devices; does not restrict phone numbers or names entered for calling purposes.

Classifies violations as infractions and moving violations subject to point assessment under Missouri's traffic violation system.

Preempts local regulation and supersedes any county, municipal, or other political subdivision laws regarding hand-held wireless device use while driving; exempts parked vehicles, emergency personnel on duty, GPS devices, voice-operated technology, and amateur radio operators.
