Repeals and replaces section 407.1095 and enacts new section 407.1100 relating to telemarketing and automatic dialing announcing devices (ADAD).

Expands the definition of "message" to include any call regardless of its content, broadening the scope of what is regulated under no-call list protections.

Prohibits callers from using ADAD to contact residential subscribers who have registered their objection to telephone solicitations with the attorney general unless the subscriber has knowingly consented to receive the message.

Requires ADAD devices to be designed and operated to disconnect within ten seconds after a subscriber terminates the call.

Exempts from ADAD restrictions calls from school districts to students, parents, or employees; calls to subscribers with whom the caller has had business contact within the past 180 days or a current business/personal relationship; and calls advising employees of work schedules.
