Establishes new contribution limits for individual donors to candidates: $1,275 for statewide offices (governor, lieutenant governor, secretary of state, state treasurer, state auditor, attorney general); $650 for state senator; $325 for state representative; and $325-$1,275 for other offices based on electoral district population.

Sets contribution limits for political party committees: $10,000 for statewide offices; $5,000 for state senator; $2,500 for state representative; and ten times the allowable individual contribution limit for other offices.

Requires contribution limits to increase every January 1 in even-numbered years based on the cumulative consumer price index, rounded to the nearest $25, with January 1, 2011 as the base year.

Reduces political party committee contributions to 50% of allowable amounts for candidates who are unopposed in primary elections.

Imposes penalties of $1,000 plus an amount equal to each nonallowable contribution for committees accepting prohibited contributions, with 10 business days to return improper donations before penalties apply.
