Requires physicians to provide pregnant women with detailed informed consent at least 24 hours before abortion, including information about abortion methods, medical risks, gestational age, fetal development, and alternatives to abortion.

Mandates that women be offered the opportunity to view an active ultrasound of the unborn child and hear the fetal heartbeat if audible at least 24 hours before the procedure.

For abortions at 22 weeks gestational age or older, requires women to receive information about fetal pain and be offered the choice of anesthesia or analgesics to reduce pain to the unborn child.

Creates new crimes of "coercing an abortion" (Class A misdemeanor to Class A felony depending on methods used) and performing an abortion on a victim of coerced abortion (Class C felony), with penalties including imprisonment and fines up to $10,000.

Restricts abortion performance to licensed physicians only and requires abortion facilities to display signs stating that coercion to have an abortion is illegal; establishes mandatory reporting requirements when minors under 18 seek abortions.
