Requires sponsoring organizations to register with the Department of Health and Senior Services, submit a $50 registration fee (waived for disaster relief), and file quarterly reports listing volunteer providers and services rendered.

Provides liability protection for licensed health care providers engaged in voluntary services, limiting liability to cases of gross negligence or willful misconduct, provided they stay within their scope of practice and do not receive compensation.

Prohibits professional liability insurance policies from excluding coverage for providers who engage in voluntary health care services in compliance with the act's requirements.

Extends tort immunity to volunteer crisis intervention team members trained by recognized agencies, with exceptions for actual malice, criminal activity, sexual abuse, gross negligence, or misconduct involving moral turpitude.
