Adds persons who have exhausted 100% of their total lifetime benefits as eligible for Missouri Health Insurance Pool coverage.

Requires insurers to notify affected persons when they reach 85% of lifetime benefits and again when they exhaust 100% of benefits, and to provide the pool with their name and address.

Establishes a 50% premium discount for pool members with available income below 350% of the federal poverty level.

Maintains pool coverage requirements including major medical expense coverage, prescription drug coverage, and patient education services as directed by a physician.

Preserves existing pool eligibility criteria, preexisting condition exclusions, and rate limitations while adding the new lifetime benefits exhaustion category.
