HB 1337 Summary

• Establishes contribution limits for candidates and committees: $3,000 for statewide offices (governor, lieutenant governor, secretary of state, state treasurer, state auditor, attorney general); $1,500 for state senator; $750 for state representative; and tiered amounts ($325-$1,275) for other offices based on electoral district population.

• Sets political party committee contribution limits at $10,000 for statewide offices, $5,000 for state senator, $2,500 for state representative, and ten times the allowable individual contribution limit for other offices.

• Implements annual adjustment of contribution limits on January 1st of even-numbered years using cumulative consumer price index (base year 2011), rounded to nearest $25.

• Imposes a $1,000 surcharge plus one dollar per non-allowable contribution, with candidates and treasurers personally liable, for accepting contributions exceeding legal limits.

• Changes the penalty for purposely violating campaign finance law from class A misdemeanor to class D felony, and extends prosecution timeframe from one year to three years after commission of the alleged offense.

• Requires electronic filing of all contributions to or expenditures by candidates for leadership offices in the house and senate, made available to the public through the ethics commission's system.

• Prohibits fund-raising events on state or political subdivision-owned property and within 100 miles of the state capitol during regular legislative sessions.
