Increases manufacturer license application fees from one thousand to five thousand dollars and renewal fees from five hundred to one thousand dollars, while adding provisions for applicants to cover investigation costs.

Changes operating hours restriction from midnight to 10:00 a.m. to 1:00 a.m. to 7:00 a.m.
