Repeals and reenacts sections 196.540 and 196.935 of Missouri Revised Statutes relating to milk regulation and sales.

Exempts raw milk and cream sales from State Milk Board jurisdiction, establishing a separate exception category in section 196.540(3).

Allows individuals to purchase and receive delivery of raw milk or cream directly from a farm for personal use without pasteurization requirements.

Exempts persons selling raw milk or cream under the personal use exception from obtaining permits from the State Milk Board.

Maintains existing pasteurization and permit requirements for all graded fluid milk and milk products sold to restaurants, grocery stores, and other commercial establishments.
