Establishes the "Uniform Planned Community Act" (sections 445.151-445.420) governing creation, operation, and termination of planned communities in Missouri, applicable to all planned communities created after August 28, 2010 with certain exemptions for small communities.

Defines key terms and requires planned communities to have a recorded declaration, unit owners' association organized as a profit or nonprofit corporation, and establishes allocated interests (common expense liability and votes) for each unit.

Specifies association powers including adopting budgets and assessments, maintaining insurance and common elements, collecting fees, and enforcing liens on units for unpaid assessments; gives unit owners rights to participate in meetings and vote on major decisions.

Requires declarants to prepare and deliver original sale certificates disclosing planned community details, budget projections, warranties, restrictions, and development rights before offering units; establishes resale certificate requirements for existing unit sales with detailed financial and operational disclosures.

Establishes warranties on units and improvements, sets limitation periods for warranty claims (three years), and provides remedies including damages and attorney's fees for violations; allows alternative dispute resolution and sets procedures for termination of planned communities.
