Increases the validity period of concealed carry endorsements from three years to five years from the date of issuance or renewal.

Requires applicants to be at least 23 years old, U.S. citizens with Missouri residency or military station, and meet background check requirements including no felony convictions and no disqualifying misdemeanor convictions within five years.

Mandates applicants complete firearms safety training meeting standards in section 571.111 and submit proof of completion along with a nonrefundable application fee not exceeding $100 (or $50 for renewals).

Requires sheriffs to conduct fingerprinting and criminal background checks through state and federal agencies, issuing certificates within three working days of completed background check or within 45 calendar days if check is pending.

Protects applicant information as closed records and personal protected information, making disclosure a class A misdemeanor.
