Expands educational assistance grant eligibility to include members of the United States Army Reserve, Air Force Reserve, Navy Reserve, Marine Reserve, Coast Guard Reserve, and Public Health Service Reserve, in addition to Missouri National Guard members.

Grant amounts cannot exceed the least of: actual tuition at the approved institution where enrolled, or tuition charged to Missouri residents at the University of Missouri, and may be prorated to no less than 50 percent based on appropriations.

Recipients must maintain a cumulative grade point average of at least 2.5 on a 4.0 scale; those falling below this threshold are placed on probation and lose the scholarship if not raised within the next academic term.

Recipients who cease military affiliation for reasons other than death, disability, or medical disqualification must repay any amounts awarded for the current academic term.

Program administered by the Office of the Adjutant General of the Missouri National Guard, which shall establish guidelines for equitable distribution of educational assistance.
