Increases resource limits for medical assistance eligibility from $1,000 to $2,500 for single individuals and from $2,000 to $5,000 for married couples living together.

Requires the director of the Department of Social Services to apply to the U.S. Secretary of Health and Human Services within 30 days of August 28, 2010, for an amendment to the home and community-based waiver.

Upon approval of the amended waiver, directs the director to promulgate rules extending medical assistance eligibility to persons with incomes up to 300 percent of the federal poverty level under the home and community-based waiver, subject to appropriations.

Maintains existing provisions regarding institutionalized spouses, community spouse resource allowances, and income diversion requirements for Medicaid eligibility.

Preserves rules regarding resource transfers, property ownership limits, and burial contract exclusions in determining public assistance eligibility.
