Authorizes the Department of Social Services to select nonprofit organizations in Kansas City and St. Louis to deploy and manage regional health record banks for electronic health information sharing among healthcare facilities, providers, payers, and patients.

Establishes opt-out enrollment in health banks for MO HealthNet recipients, state health insurance for uninsured children, Medicare recipients, foster care children, and state employees.

Requires covered entities with electronic medical records to forward patient records to health banks within 48 hours of visit conclusion to satisfy HIPAA privacy regulation requirements.

Prohibits disclosure of personal health information to employers or payers without patient and provider written consent, except for state health program oversight, infectious disease tracking, wellness initiatives, and medical trend research under federal regulations.

Requires selected nonprofit organizations to submit federal funding requests through fiscal year 2014 and present business models demonstrating financial sustainability after four years of operation.
