Removes dental services from the list of benefits limited to children, pregnant women, and blind persons, making dental services available to all MO HealthNet participants, including dentures.

Eliminates the prior authorization requirement for dental services that previously required verification of medical necessity through an electronic web-based system.

Maintains existing prohibitions on payment for drugs and medicines prescribed to treat sexual dysfunction, impotence, or infertility effective January 1, 2011.

Requires the MO HealthNet division to report annually on dental provider reimbursement rates compared to Medicare rates and third-party payor rates, with a four-year plan to achieve parity submitted by July 1, 2008.
